His limited screentime was intentional. He was on a completely different level in terms of power, and he couldn't get involved too much or there wouldn't be any tension, since he would have defeated any of the villains almost instantly. That's why his only real fight in the series is against a giant, and after the Kyoto arc he goes out of his way to say he won't help Kenshin again.

Oh my god words can not even began to express how extremely bad ass Hiko is. He makes Kenshin at his prime look like a baby and Kenshin is insanely good. Hiko would mop the floor with Shisho in 2 seconds and not get touched. I absolutely love this mans voice it give me chills and brings tears to my eye whenever he opens his mouth he is a anime legend!!!

That's because Hiko embodies the Mitsurugi ryu more than Kenshin. The style was made for people of his size considering the immense physical demands the style requires. So only he can use the Mitsurugi style to its maximum potential.

Hiten Misturugi requires a ton of upper body strength and speed so imagine if Kenshin didn't fight with the Bakamatsu and he completed his training he probably be, as his master said the strongest of swordsmen. However with just the speed alone and little body strength Kenshin was a monster.
