Because I would imagine jumping onto an enemy shipt with a really heavy barrel would be extremely difficult and costly if it doesnt work. Youd lose a sailor forsure and a whole barrel of gunpowder just at a chance. If you've ever tried to board an enemy ship with a barrel youd know it's not the easiest thing to do. In real life youd need great strength and a great ability to resist fatigue.

This one time a brig(weak supplies) tried to sink us(2man sloop). We were fully loaded mind you. We exchanged so many Canon shots that the brig ran out of resources and came to our ship to take supplies where they died. We eventually sunk a brig and got a lvl2 gold emissary flag from them.
