Thanks for this video. It seems that they changed the form now and they are no longer asking for anything about the usage. They are just asking for the website URL. Also, if we don't get approved, can we keep trying any number of times in the future?

For Cold email outreach, Amazon SES is not the right platform as it is against their Terms and Conditions. Some people claim that you can send cold emails via Amazon SES, which is incorrect.

My case description was very nice. I don't think they're giving approval to people unless they have an established website/business. My whole project is the emails so I am not going to have a live site before approval.
