I find that soothing products like this toner really help with calming the redness! If you have rosacea or redness I think hydration is key :)

toners do not remove makeup, if you're looking for a good way to remove makeup try precleansing oils(: I use Hanskin PHA pore cleansing oil! its great for sensitive acne prone skin. after that, cleanse with your everyday cleanser(: hope this helped!

Sensitive - combination leaning towards the dry side and acne-prone. For moisturizers, I would suggest the Etude House Soon Jung 2 X Barrier Intensive Cream, which also meets your requirements and I've enjoyed that a lot!
