First of all, you must know in Italian, there’s a difference in how you give best wishes, congratulations, and compliments.

Let’s start with when you can give your best wishes in Italian, which is generally on the following occasions: a birthday, anniversary, or public holidays such as Xmas or Easter.
Here are some popular words that you can use:
Auguri
Auguroni
Tanti auguri
Tantissimi auguri
Tanti cari auguri
Buon/Buona + name of the occasion (e.g. buon compleanno, buona Pasqua, etc)
To simply wish good luck, instead, you can say one of the following:
Buona Fortuna ( = best of luck)
In bocca al lupo ( = break a leg)
CONGRATULATIONS 2:54
To congratulate someone in Italian you say: “congratulazioni” and these are some instances where you can use this word:
Promotion/new job
Graduation
Wedding
Engagement
New birth
You need the preposition PER to refer to the reason you're congratulating someone, for example, “congratulazioni per la promozione” ( = congratulation on your promotion)

“Felicitazioni” is another word you can use to congratulate people however is not very common in the spoken language and sounds quite formal.

To pay compliments to people in Italian, you can say “complimenti”. You generally use this word when either you like something about that person or for something they’ve done or achieved.
For example, if someone cooked a delicious dinner for you and you really enjoyed it, you can tell them: questa cena è deliziosa, complimenti!
