Heavy spoilers ahead: It's heavily implied in pre-Deltarune (technically a separate timeline) canon that Frisk was a child that fell into the mountain (or could have potentially been an artificial human or other since they only directly tell anyone their name/identity at the end of the Pacifist Run), and You the -Player- Anomaly called out Chara's name through Frisk's soul. Chara is a disembodied consciousness that attached itself to Frisk because they landed on the flowers growing on Chara's grave. Chara is soulless, largely emotionless entity like Flowee unless they attach to a soul. Whatever you choose to do influences Chara's emotions and motivations. The ultimate control over the timeline belongs to the You, a being from beyond their plane of reality. If you give Chara the Soul to reset the world, all then Chara retains control of the body and soul of Frisk after any playthrough ends. You still retain the power to reset, but you no longer possess any agency beyond that. Even in the end, though, their likely motivation is not evil for the sake of it but to punish You for the consequences of your actions even if they must play along until you quit.
