I hated it too. Penelope really didn't care about how Betty felt watching her father die. Hal didn't deserve it either even if he's a bad person because he did have a good relationship with his family and now he will miss out on the future he could have had with them. He would rather die than have to kill his own daughter if she didn't shoot him per the game's rules

Betty really got everything from Hal: her "dark side", her hot temper, her mechanic skills and her passion of being a journalist. Betty and Hal had such a loving father-daughter relationship way before Hal became the Black Hood and those moments will forever be cherished

Ya know after watching all of season 3 it made me think about everything that happened between Hal and Betty in the season, and it made me think that in an odd way Hal cared about Betty more than Alice did. I mean think about it all of the time Betty visited Hal in his cell he helped her with anything that she needed and only asked for two things for the entirety of it. A G&G book and a new cell so he could have a view while whenever Betty asked Alice for any in any prior seasons except for what happened in the midnight clubs she was either ridiculed for it or she had to threaten her own mother just to get it and when Hal found it out about the shady man and about who chic really was he was genuinely pissed off unlike Alice got mad at her daughter every time it was brought up and when she found out about chic if he hadn’t gone for the knife she would’ve most likely forgiven him for what he did.

And he genuinely seems to care about like about her money and her college he even boosted her spirits by telling her to think about her SAT scores and reassuring her about how she’ll probably get so many scholarships when her mom didn’t care about either of those things and yes I know that she was being “brainwashed” by the farm but that doesn’t excuse her almost ruining her daughters life.
