Sally Swing was actually supposed to have her own series as a replacement for Betty Boop, because Betty's popularity was declining in the late 1930s and because Betty is a flapper girl (which wasn't a normal lifestyle for women anymore). Swing jazz was what was popular at this time.

these early animations always had a lot of back ground scenery that we don't see in modern cartoons. the expanse of animation was going up and companies began trying to cut costs by reducing superfluous motion that you would see in the flowers wiggling, trees dancing, table lamps swaying with the music of early cartoons. in this cartoon if you remove sallyand substitute Betty Hutton, you would have an accurate reproduction of movies at the time. thank you hulakan!

"Sally Swing" was intended to be Betty's "successor", but after this cartoon, the idea was abandoned. For the dancing, Sally was rotoscoped from a film of a swing dancer. This was done by Disney studios too particularly in the dance sequence of Snow White with the dwarfs in the cottage. Allowed for the accurate duplication of difficult dance movements.
