next_state !=old_state > is a terrible change. many many state machines would. require that you have options to go to ether -A or B or C from any of the state. and cycling on itself. C->C->A->A-->A->B etc and you defy want all code in A re run if it loops on it, this change breaks basic state graph normal rules, to not have it rerun the code.
