I think the narrator did mean up to 7" talon. This is a quote from the San Diego Zoo website: "The harpy eagle's legs can be as thick as a small child's wrist, and its curved, back talons are larger than grizzly bear claws at 5 inches (13 centimeters) long!" So I doubt the narrator meant the whole foot was 7". There's a picture if you Google it and you can see that the Harpy fingernail is longer than the Grizzly nail
