Working with a consulting firm(more than 4 offices in state/UTs) based out of Gurgaon. I recently purchased my car from my hometown on 1st November 2022 due to work from home. Now dealer is giving hell lot of excuses in issuing BH number due to work from home. Twist here is BH registration is not yet started in Gurgaon and local RTO in my hometown is not allocating BH number as my company doesn't have office in my hometown. They are only giving BH number to government employees. It's a headache now !!

I would like to mention that Invoice price to be considered is excluding GST. Say if car is of 10 lakh, than tax will not be calculated on 10 lakh. It will be calculated on 10 lakh minus 2.8 lakh (28% GST). I didn’t found anyone mentioned this. Correct me if I’m wrong.

Pros: 1) you'll not pay 15 yr road tax at time of purchase, means less initial on-road cost, less interest on loan, hence car will be cheaper on your pocket. 2) as it is going to be BH number, no one gets idea from where you belong. Means if you are from Delhi and take your car/bike to Mumbai, Bangalore, Hyd, etc. (or vice versa), your vehicle might not be stopped just because you are from other state. 3) if you want to move residence from one state to another, process will be much smoother, as no new registration number is required to be given, and you can easily ask/manage road tax you've paid in previous state (as it was for 2 yr only). 4) if you want to sell your car, you. can charge lower amount, coz you have not paid road tax for whole 15 year. same applies for buyer, he'll get car in low price. Cons: Only con which I think of is conditions required for BH number must be fullfiled everytime, like if you want to sell the vehicle, buyer must also fullfills BH number requirements, or else he has to register with regular number and pay complete road tax for remaining year. Apart from this, BH series seems great.

one more point to add, Road tax slabs differs for different state for different class of vehicles, like petrol or diesel, sub-4 meter or big car, etc. However, tax slab for BH is same for each state. so in most cases, total tax paid with BH series in span of 15 yrs will be more than what you pay for regular registration at purchase of vehicle. But still I find BH series more economical coz it can make difference of around 1 lakh (or more) for big cars at time of purchase.

Its just full of problems nothing else . Noting making sence to take BH number. Only makes sense if you are a central government employee and want use your car for 15 years only..Ater 15 years you have to yearly approx 10 k rupees. Note you have to proof your eligibility in every 2 years. If you can't prove then again you have pay road tax for State number plate.
