But according to me, Moon and Mars should be the out of Earth's space destination (other than ISS and BAS). Even if you can reach somewhere farther, other countries will get more applause as they will do more functions than ISRO can.

We need to built technology first for that to do. Currently no one has technology to do Mars Mission. Everything should go in order. Hence first Gaganyan then Space Station and then moon landing.

@userpanicker4474 Money matters is correct. However, slowly and steadily ISRO will be developing all space technology which NASA has. Look at EXPOSAT. It's already a successful mission. Chandrayan 1,2 and 3 did many great findings. MOM gave hints that Water might be present on Mars. So yes we can be efficient and it will need years of works. The primary goals of ISRO was to help people directly. Now it is focusing on research.
