Like say someone like Martin Luther King Jr., a person at the head of a large and divisive movement in this country ushering in Civil Rights from an era of Segregation. The President at the time could have granted him Secret Service protection in light of violent civil unrest opposing his Movement that put a target on his back. As it turns out he could have used it. It's just one of those things that the Founding Fathers foreseen may be necessary from time to time as the country evolved and birthed divided and volatile political movements. It's never really used because of the cost and lawsuits on behalf of the taxpayers could be brought to challenge it but in this case I feel it's a good time to utilize it.
