They don't get bonuses at all. The bank cannot pay anyone. FDIC will handle paying for certain amounts of withdrawals (not all as there isn't money for it all to be withdrawn at once). All Bank Staff are currently fired with no severance or cash in of 401k nor banked leave. They likely will try to steal assets as I've heard it happen when other companies closed sites down. Those situations can be pursued as theft. All Capitalist Investors will get no money as they bet their money and lost it all because of a bad bet.

It's possible regulations could be improved, but regulation did work to prevent the worst outcomes. If you want regulation to entirely prevent bank failure, I'm not sure that's possible.

Summer the rules have changed...it is law now that any and all deposits are now considered unsecured investments and controlled by the banks for one purpose to make them whole. Management will be fired. However. Unlike when low level management or working employee is fired, the upper management will still receive bonuses and severance. Because for some reason even if upper management screws up big time, they still get contract honored. Where the little guys contracts get broken.
