Most of these acts of clemency were for individuals convicted of drug offenses, reflecting his administration's focus on criminal justice reform. Furthermore none of them were friends or family.

Because MAGA extremist RINOs seem to think that Dr. Fauci committed crimes against humanity by using his expertise in how to control the spreading of COVID-19 by suggesting wearing masks, social distancing, school and business closures, etc. But that's exactly what happened when the Spanish Flu hit our shores. Dr. Tuttle made the same suggestions 100 years ago. Should Dr. Fauci be prosecuted for trying to save lives? No, he shouldn't. Does a preemptive pardon reflect guilt? During the Jan 6th committee hearings the Biden party pointed to Trump and his allies "pleading the fifth" as evidence of guilt. Which under normal court circumstances isn't legal. What about pardons for unknown crimes.

If an incoming decides he doesn't like the outgoing's decision, who then makes the final decision? That would effectively make the incoming a co-president and we don't have co-presidents.
