It doesn't say anywhere that students are allowed to work now as substitute. Students in UK are not allowed to work as self employed. The types of work Tier 4 or student visa holders are allowed to do, and not allowed to do - for example, you can't work on a self-employed basis, including freelancing and ‘gig-economy’ work, such as Deliveroo or Uber eats drivers.

They should not be self-employed and they can't file a tax return if they are not registered as self-employed. It's okay to work for Uber Eats or Just Eat, but don't give false hope to others.
