it just dawned to me now that the bet Oh Il-Nam made was actually to show that Gi-hun was actually betting again and watching it happen instead of just staying no and go help the guy himself, in a way he was already acting like a VIP...in season two there were no VIPs cos we are the VIPs watching.

I don't think that was the intention of that scene. I remember watching an interview with the director and he said he wanted that ending to convey a hopeful message. Gi-hun at that point basically lost all hope, and an outsider helping that homeless person gave him back his hope in humanity, that he wasn't the only one. Which is why he started helping again after that meeting.
