not quite, but yeah, comes complete with its own police force, who look suspiciously like judges.. Hell judge dread probably even "in canon" exists in 40k.

Even though GW says that the Ring of Iron is the greatest man-made structure ever, it's not even the largest structure of it's kind. The Telstarax should be several times larger, and let's not mention the Sun-snuffers and whatever else DAoT humanity was cooking, along with the other artificial planetary rings that the Mechanicus has undoubtedly preserved.
