Just a quick glance on google maps shows that they have at least 8 of those mega machines churning away at the dirt! amazing! gonna be a nice lake once everything is cleared out!

even tho there might be 8 there, i dont think all are operational, that some of them have been "abandoned" because apparently these machines gotta be working going 24/7, and in the vid one can see some of the BWE's weren't operating at all

In Germany it is generally prohibited to fly a drone above or within 100 meters range of any kind of industrial facility (see: § 21b Abs. 1 Nr. 3 der Verordnung zur Regelung des Betriebs von unbemannten Fluggeräten). So you would need a special permit from the aviation agency (Luftfahrtbehörde) of the state (Bundesland) where you want to film.
