Honkonger here, I feel like I can shed some light! Kowloon isn't the 'misty city' that the developer is referencing, it is the Kowloon Walled City (known as Hak Nam locally) that you see in the opening cutscene. It was a huge slum wherein police refused to enter so if you needed help inside you were on your own. Because of this, a lot of triads moved in because they were untouchable by the police.

Kowloon is known as the densest city to ever exist. Due to the fact it had no government to own it, it became a hotspot for organized crime. Those who were closer to the inside were entirely dependent on electric light due to sunlight never reaching them. It was also extremely stuffy due to poor ventilation. Kowloon had thin corridors one had to walk or squeeze through (they weren't any wider than 6ft) which were terrifying. You'd pray you weren't going to be killed or stabbed.
