Regarding the preempt configuration, you need to setup different priorities for each FGT. The higher will become the primary unit, By default its value is 128. You can do so by the CLI in: config system ha set priority 200 Then you need enable the override feature, by default is disabled: config system ha set override enable You need to this in both units since the functionality doesn't synchronize. Regarding the versions, yes, it's a pre-requisite to have the same version so that the cluster can get sync.
