King Neptune might be the one to blame since he is ruling the seven seas including bikini bottom. He is probably the one who wrote all these ridiculas laws in the first place. Speaking of which, Neptune is a king meaning that bikini bottom is ultimately ruled by a monarchy. But king Neptune is a litteral god, who can't die of old age. That means that Neptune has not only ruled since the beginning but will also keep his power indefinately. And the deciding factor that seperates a monarchy from a dictatorship is, that in a monarchy after the rulers death their offspring will eventually inharret the power. But when your ruler is immortal then their will be no change in leadership ever. So, Neptune is actually more of a dictator. And even if he isn't, monarchy is still an extremly oppressive form of leadership that allows the leader to have full control over everthing. And it shows. Neptune wrote many stupid and oppressive laws and build up an incompetent police force to inforce them. Who knows how many people have been imprisioned for minor violations. I mean you can even be blamed for something that your student did. Most poeple in the Bkini Bottom prison are probably innocent or got arrested for minor offences. King Neptune is the true villian here. He is tyrant who fails to meet the peoples needs and chooses oppression to keep everthing in check.

Here's the answer, Bikini Bottom had a whole civil war once. It was a nasty battle between the clean and dirty, where one side wanted people to stay clean and others fought back to stay filthy. The clean side won and since then, it's one of the strictest laws in Bikini Bottom to not trash the place in any form and keep the town clean from polluters by having a zero tolerance enforcement of the law.

However, the Alaskan Bull Worm ate the boat before the cop could put the ticket on it. So, the cop picked up the hydrant, placed it next to another boat that wasn't parked in front of a hydrant, and placed the ticket on that boat instead.

And the dumb thing is, the policeman officer was right there when it happened, then why give Squidward the damn ticket anyway??? Also, he gets another ticket for quote-on-quote “littering” even when Squilliam was the one who put the tissue on the ground, like THEY TREAT THROWING A TISSUE ON THE GROUND LIKE YOU CAUSED A ROBBERY OR SOMETHING.
