New York. Happens most of the time all over the state. It doesn't seem like the track crews could mess it up every time, I think the clay just isn't good.

I grew up at these tracks like utica rome and fonda. It's not the crew, it's more the clay. They can turn and work the heck out of it. Load it with water till it's almost to slick to race and by the end of night it's just dusty as heck. Been that way for 40+ years, multiple different owners, promoters, and track crews over the years. Only constant I know of is the clay.
