If I remember correctly, this song is mostly about climate change actually! You can see it in lines such as "hills burn in California", "once the water starts to rise", and "you know I'm not your friend without some greenery". I see it as written from God's perspective, and it's basically about how God doesn't want to be on our side anymore after how we've treated her creation (the world). Now she'll want the devil on her team to punish humanity for what we've done. ("Man is such a fool, why are we saving him?") The song touches on how we're ruining the world, and then have the audacity to ask for God's help. I think the title "all the good girls go to hell" refers to how most of us are going to hell, even if we are otherwise good people, because we deserve it after ruining the world. At least that's my take on the song! Great reaction! Also, I think the women dancing in the fire symbolises how we (humanity) knows we're ruining the world but chooses to not care and just dance around the topic without doing anything about it. Another symbol is Billie herself, who's dressed in wings and landed in tar. I don't know if you've seen pictures of it, but there's been a lot of incidents of animals, especially birds, getting stuck in tar

A lot of people don’t get this, the fact that it’s about the environment & our failure to recognise the problem. I personally think that it means no matter your beliefs we need to work together to fix it, just praying isn’t going to help

You're almost there. She's remarking on the environmental degradation of this Earth and how we turned it into hell. All the good girls are already in hell. Even god's angel can't save us now, it's too late. Her video projection of scenes during this song at her concerts would have given you a lot more hints. By the way, that's not feathers she's singing about, but fetters.

On some of Billie's songs, if a person starts out in the wrong place, it's hard to get to the meaning - even once we know it's about climate change, it still isn't - in my mind - an easy song to interpret... I think you may have misheard "fetters" (chains of bondage) as feathers - like the ones on her back in the music video or on an angels back - Billie sings "walkin' wearin fetters". I just now am seeing that VP before me, also made the 'fetter/feather' observation, but I'll let this stand.
