actually no, i just found out why. basically what ever the first binary number is, you put in the missing gaps. eg if first number is 1 and is meant to be shifted by 3, you fill in 1 three times.

Why is the answer to the logical right shift >> 3 example 00011010 and not 00010110? Does have to do with the remainder from dividing by two?
