Nice setup, but has the government allowed using sewage stuff as feedstock, given the Digester is installed in a densily populated area?

Since the government have allowed the storage and accumulation of sewage stuff in the septic tanks in a densely populated area and later evacuating and dumping them on open land fields with the offensive odour everywhere, polluting the environment, why will they be against a biodigester system that can process the human waste and turn it into energy for cooking, while the final waste water is easily absolved into the ground without the need for evaluation or causing any kind of pollution or emission into the atmosphere ?
