When Yoshida team came up with plans to completely rebuild FFXIV 7 years ago, they first improved the base game and continued to release improvements bit by bit to keep players engaged while the team secretly worked hard under the surface on completely new piles of codes and assets for Realm Reborn, and dropped hints of this in game in form of a slowly approaching red moon. This kept the game in spotlight as players threw around theories as to what this meant, until the team made the sudden announcement that the game is going to be reborn and the game world was literally blown up by Bahamut that spawned from within the red moon, paving ways for a literal and figurative reboot of the world. That is how you do a proper reboot of a game, you keep the community guessing while still giving the current players better experience even if small and keeping hype train parked in the station. None of this corporate "we hear you and we are working on exciting things" bullshit talk is going to reignite interest in your dead game, especially when you've already played the card before. Even goddamn Shawn Murray understood this concept better.

TF2's MP has big problems with cheating outside of private discord communities but that's probably as much a symptom of the small public community and low developer priority as it is a cause of it. Devs don't want to chance it on pure individual-skill-based shooters with complex movement and high learning curves. The backwards logic of the massive failure that is/was Quake Champions is proof enough of that (a game that could/should have been good but threw in some half-assed hero mechanics to lure in casuals). Devs think that in a post-COD world, nobody wants to play hardcore shooter mechanics anymore. TF2 has the best movement since CPM and AGHL but in Dev's minds too many casuals are gonna get turned off by a game they can never be good at without investing some time and effort (I think they are wrong but hey). Just look at how watered-down the movement is in Apex compared to TF.

Also GTA's core is a narrative experience. Anthem hasn't even got that bitch basic element. My point is I never saw a coherent definition or vision for Anthem. GTA always does (although I think GTA is crap compared to RDR personally) have coherent world building with satirical in-game adverts, it's own in-universe pop culture etc. Effort was tangibly made and the concept of it as a Crime genre heist game pretty obvious
