No becuz Bishop Owens was the Presiding Bishop. It's what preachers do especially in a Baptist Church...it's like a pat to calm them down before they really explode...I love when they do it...if U look at Dr.Kings last speech,they sorta did it to him becuz he was like in that Zone or another element....it just something cute that they do...no harm becuz if he wanted to keep going...believe me he would...U can't control the Presiding Bishop...also note that he probably had a time limit on himself and didn't want to go far beyond it and perhaps he told the otger bishop to tap him so that he dont go overboard...That usually happens as well...that's my take.
