When used in relation to USDT dominance and ETH dominance yes, when BTC dom starts going down, ALT coins go thru the roof, and soon enough they die too, at least until that bear market ends.

How can Btc go up in price if less people buy btc ? I don't understand how dominance can go down and at the same time price goes up?

I learnt a lot from the video. But you said that bitcoin dominance doesn't take account of the market cap of stable coins. I made my research and I think you're wrong. Bitcoin dominance makes comparison of bitcoin's market cap with the overall cryptocurrency market (stable coins inclusive).
