The proof that the numbers add to Zero is relatively simple, the tricky bit is proving they don't overflow - hence the name "Range proof"

is BulletProof a subset of MimbleWimble or a completely different thing? And if the miner fee is implied in the *difference* between the sum of the inputs and the sum of the outputs, how can the miner infer this amount when including the transaction in a block?

Bullet Proofs offer a compact way to implement Confidential Transactions. So you need to look at how tx fees are handled there. In Monero's implementation of Confidential Transactions (called RingCT) the fee amounts are not hidden: monero.stackexchange.com/questions/1069/ring-ct-and-transactions-fee Since CT doesn't exist in Bitcoin yet, we don't know how it might (potentially) be implemented. Grin (an implementation of Mimblewimble) also supports CT with a fee in the clear: github.com/mimblewimble/grin/blob/master/doc/intro.md

They are not needed in Bitcoin. They solve a problem that Bitcoin doesn't have yet: large range proofs used in Confidential Transactions. If CT is ever implemented for Bitcoin (unlikely) then Bullet Proofs or something similar would be used.
