Is the rotating “gate” legal for dressage and eventing?

My horse is a Standardbred, and like many of them, would stand in his harness after morning jog, and like an old man plays with change in his pocket. My Ziggy plays with his bit. What’s it called and I want to try it and see if he likes it!
