Because the national government insists on pushing "national demographic" yardsticks, completely disrespectful towards the Western Cape's unique history and demographic mix. The biggest losers are the major group who have been 'silent' up to now. Their schools are forced to drop their mother tongue Afrikaans in favour of other language internal immigrants.
