BJP will never give Sixth Schedule For ladakh because BJP is an anti- minority party and sixth schedule conflicts with the basic ideology of BJP.
Failure of JTN to raise the issue of Sixth Schedule did not stop congress party from the issue to reach the indian Parliament. Congress party through Ambika Soni ji, Ex CM of Madhya Pradesh shri Digvijajay Singh Ji raised the issue of Sixth Schedule for Ladakh.
Rahul Gandhi even moved an adjournment motion to discuss Sixth Schedule for ladakh which was again not allowed by the speaker.
Indian National Congress even passed a resolution in its plenary session on granting Sixth Schedule for Ladakh.

Full Statehood Along with 6th Schedule. Powers of Full Statehood along with 6th schedule & UT along with 6th Schedule. 1.Full Statehood along with 6th schedule. 1A. Autonoums body in power. B. They have statutory powers. C. They can make laws, pertaining to lots of different subjects including, Land use , Water use, they have the power to Establish Courts. D. The powers are pretty broad in range beyond what the Hill Council ever had. 2.UT along with 6th schedule:- The problem is that any law passed by district council is subject to the review into the assent to the LG, the LG has lots of power in UT & the LG is directly responsible to the Union/ Central Govt. The LG is not responsible for state(people of Ladakh). UT with 6th Schedule in Shot. Let’s assume Ladakh has 6th Schedule, in that case LG appoints 4 ADC’s ( Autonoums District Council) & they pass a law for eg. Outline mining in Zanskar, lets say LG doesn’t assent the law, wt the ADCs to do, they can’t do anything, that’s why the LG holds power in UT with 6th Schedule. The LG/Governor has the power to appoint ADCs i.e 04 in no. for balance & swing the power. For. Eg. If the LG is from BJP & the 26 elected members of council from which 13 is from BJP & 13 is from congress, the LG elected 4 ADCs from BJP to make majority. 7. That is why Statehood is essential, they are necessary. So as long as Ladakh is ruled by bureaucrats, who is responsible not for the people of ladakh but to New Delhi, It can have no real autonomy, It can have no real protection. Because LG is always working in the interest of Centre Govt./New Delhi. That is why Statehood is so important. 8. Because once you have statehood, you Ladakhies making decisions for Ladakhies, Ladakhies accountable for Ladakhies. 9. In the whole senior the place of LAHDC is nothing like state, the hill council cannot put pressure on LG all they can do is rest & beg which is a total embarrassment. UT is giving a Union Govt. concrete control over a particular entity with in the Union of India, direct control. 6th Schedule with full Statehood is about devolving control away from the Union Govt. into more local hands. The locals have the knowledge & the locals have the expertise to govern themselves best.
