None of the games ever explored the idea of being in one of the mafia families ever, the most we got is Tommy but even Tommy is working independently and not a legitimate member, even though they're basically the hidden true antagonist in the series by far, having a game centering on a "real" member of the mafia, Claude was just doing jobs for them and Tommy is as i said before, and seeing from their perspective is a refreshing take and Liberty City is just the right place for that kind of game. They nailed the vibe of being a mafia member so well it's like Vice City
