The undercover cop trying to sound "street" but sounding like an effete British man is a reference to the fact that many of the Blaxploitation actors were actually classically-trained Shakespearean theater actors who had to be trained in how to sound like they were from the inner city. (It's also one of my all-time favorite comedy bits; Mel Brooks himself couldn't have pulled that one off any better.)

You should watch 'my name is dolomite' it's got Eddie Murphy and its the back story of how this movie was made. This was meant to be a serious movie that was so B- rated that it was good as a comedy
