It's not, it was the background music in Bourbon Street Bar (now Magnolia Cafe), you just were able to hear it over the noise of the water and you could hear it on the Gold Mine, too.

It was and still is. It can be heard in the Blue Caverns section. The part that changed drastically when the Gold Mine was rethemed to Wallace and Gromit.
