Vayu is a condition not an effect. He couldnt do synchro with it on field.

@@Sebas9271 Actually you can. Vayu while facing up is ruled as a continuous effect on the field (when not negated) that you cannot use for a Synchro Summon. If Vayu is summoned using Shura's effect the ENTIRE PSCT of Vayu on the field is negated. That means Vayu IS usable for a Synchro Summon in that scenario. Nothing wrong there.
