Both Hitsugaya & Rukia's Ice ability are different. Hitsugaya controls the Weather aspect of Water & Freezing temperatures. While Rukia controls internal body temperature. Rukia's ability is more like thermal-shock, which turns her body as if she is in cryogenic state and using Reishi to move her body (kind-off like the Quincy technique). And anything her body touches freezes instantly (kind-off like touching a frozen metal).

In an extra it's specified that Rukias its the best and coldest ice zampakuto in the seiritei, but Hitsugaya's Hyorinmaru it's the strongest ice zampakuto, while Rukia can reach absolute zero, Hyorinmaru can freeze everything even reishi as shown during Fake Karakura and Lost Agent.

Technically Toshiro has the better ice ability, it's just.. he's also technically still young, in Soul terms at least, so who knows how long he's had his Bankai for. Rukia went through training with the Zero Squad, which allowed her to fully understand the nature of her Zanpakuto then and there, thus allowing her to do greater things with it right now. But as Kyoraku said during the Karakura invasion, Toshiro's Bankai would surpass his own in about 10 or so years. Another quote regarding his Bankai is that it is "the ultimate ice-water type Zanpakuto" (cmiiw on the water part of that quote). Yes, it has the power to freeze, just like Rukia's, but that's not its main feature. Where Sode no Shirayuki's main feature is to become a freezing point, the main feature of Hyorinmaru is control, manipulation.. so the creativity involved in its utilization is key to how much more it can do. Tl;Dr Rukia's sword freezes shit, Toshiro's manipulates frozen shit, he has a wider breadth of options in what he can do.

"The Blade Is Me" isn't a metaphor, and it doesn't apply just to Ichigo alone. Zanpakto is a reflection of the user. Their growth, their change, it's all reflected in the power of the blade itself, including the blade's name. One of the main theories is that the forms we see in the fight between Ichigo and Aizen are the next step above Bankai, where the blade starts to fuse back with the user, while the 4th release is the complete fusion into a singular being (similar to Final Getsuga, except for Ichigo and his father this 4th release is forced through a technique temporarily instead of being reached in the proper way through training, experience and growth). The Reiatsu of the user gains the abilities and properties of the blade and can be used at will. The blade itself can disappear and reappear at will as well.

The tipping scales is just a preview of what Haschwalth's B can do. It's the third time he has emphasized it. First time it was with Askin. Second time it was with Shunsui. Defeat becomes victory. Success becomes failure. Survival becomes tragic death. Fortune becomes misfortune. Also, Rukia's bankai appearance resembles Sodenoshirayuki's zanpaktou spirit. Implying that their souls have merged.
