Gamera Doesn't really have a way to truly kill Godzilla. Even if he does kill Godzilla, Nothing is preventing one of the Godzilla Cells from regenerating into a new Godzilla. He's done this in the past when he regrew his entire body from nothing but his heart. In the end Godzilla would win due to the sheer amount of punishment he can take. He would be able to take more punishment than what Gamera could dish. Eventually Godzilla would outlast Gamera.

He’ll keep pursuing him. In G14 he chased the male M.U.T.O. from Hawaii all the way to San Francisco, and it is hinted that he had been chasing him since before Hawaii. Godzilla will pursue his target across the world if he has to. Gamera has to stop at some point, and that’s when Godzilla will resume the fight. He won’t give Gamera much time to rest and strategize.
