Blitz in order for the cities prosperity they need a perfect balance of trees and stone to grow if they just have gold or iron they won't do nothing to expand if they have only stone they just upgrade to stone and stop building if there is just trees they do nothing after the max wooden houses caps out so perfect balance is 33%stone 33%iron and 33%trees no gold is required.
