The Ana thing isn't new. They also changed a Zenyatta league skin (literally swapped the colors) and nope, no refunds even though it was completely different from the skin I bought. Only thing I ever spent money on after that was pink mercy. In the case of skins being changed after purchase, refunds should be possible :/
