map gen should def evenly distribute monarchs, while alowing vils to still be random. If players know they can count on monarchs being spaced out they can know where they have some breathing room.

I think the spawns etc are fine as they are.. they are all kinda fairly distributed on the map.. my only issue is the maps... for those who know the maps the note spawns are basic knowledge of the map. and that makes the spawns look horrible imo. mega randoms dont have that.
