I think PA just gift PENs to Rapolas because he's like an anti inflation system: get pen blackstar > sell it > gamba > silver deleted from the game. And even if he were to abuse the insane luck he have, he's literally ass at the game so it wouldn't be a problem for anyone.

You will realistically never have this item again, nor will other players. This is a once in a lifetime item you sold for silver that can be obtained by everyone. Trading the unobtainable for the obtainable is simply never going to be a good exchange. A lot like the Louisiana Purchase. US made off like criminals in that exchange
