It's the very first version of the game to be released. The developers had secret inputs that could be performed. These secrets became the meta/tech of the competitive scene. It was difficult to perform because it required perfect timing of the button commands. They patched this "glitch" later on in the life span of the game. Tbh they could have kept it to allow a division in the community; pro players and casual players.

You do know the competitive community never could agree on what was considered legit tech or not thus forcing the devs to remove these features. I was all for it minus a few characters (madara, Naruto, gara) however the competitive community never tried teaching this to the masses, they kept most of this tech to themselves and their closed circles.
