He was from Duluth, Minnesota, not Georgia. He played the harmonica using a neck brace to hold it in place while he played his guitar at the same time. This song was covered by a band called The Byrds who performed an electrified version of it which became a hit. Many people wondered where Dylan got the inspiration for writing the many great songs he composed during this time. I think he answered them in this song.
