I have a theory that the Figure is possessed by another entity (which could be revealed in the castle). Every time we see him, we see piles of flesh that resemble him very closely. I think that this mystery entity uses this flesh to posses Figure. I also think this because Figure is literally nothing but flesh and bones. There is nothing in or around his mouth (other than teeth) and the light in his mouth seemingly comes from nowhere. Unlike Hide, Seek, or Dupe, which have red lights surrounding them, (most likely because of Mischievous Light) Figure has a yellow light which could correlate to Curious Light. Edit: I think figure is possessed in a way that he wouldn't be alive otherwise, with just flesh and bones, he wouldn't be able to survive let alone be living at all.
