My guess is they had eyes on her vehicle and residence. When she left, undercover officers followed her and radioed uniformed patrol officers to make the arrest. For safety, they often don’t pull a car over because of the chance to suspect might flee in the vehicle and initiate a pursuit putting other drivers at risk or have weapons in the vehicle. Safer to make the arrest on foot with the element of surprise.

The problem is the relatively high number of false convictions. More than a few people are in prison for life or very long sentences for crimes they didn't commit. At least with a prison sentence there is a way to somewhat rectify that situation with release and monetary compensation (and if needed a new identity). With the death penalty no such corrections for errors is possible.
