Evil Steve, Boffin is a slang term for someone very smart, similarly to that of a genius/nerd. We used it prolifically here in the UK.

Regarding the term 'boffin' in its wild form, I would say it's overall neutral. There's nuance to it though that I'm struggling to find words for though. While it's flexibile enough to absolutely be used with either love or derision, the default tone for me is complimentary but othering - the speaker sets themself and the listener in a different category to the person they're describing in a way that 'expert' or 'genius' doesn't to my mind.
