There are many people that hookup at clubs in Dubai that have sex and one night stands outside of marriage. Heck it even happens all over the emirates and the middle east with nothing happening about it. Alot of laws don't get enforced there; especially things that happen in closed doors with nobody seeing it. It's not like Bill and brook are having sex right on the beach in front of everyone.
