If I understand it correctly sniper gets +1 to hit so hitting on a +3 if sniper as leader is killed and his second passes his moral and assumes sniper role he suffers a -1 penalty to hit which in turn cancels the +1 to hit so he will be hitting on a +4. In the same way if the gun shield rule and extra protection rule still exist the +1 to damage will nulify them.

Hi Greg, sounds about right, as you said if the Gun Sheild and extra protection still exist? so many things they still haven't told us, :(
